Rodney   Gallagher  ,  Gaffney, Gallagher & Philip

Rodney Gallagher joined Coopers & Lybrand in 1974. Prior to that he had experience with both a consulting engineering firm and a leading firm of economic consultants, working in East Africa, Eastern Europe and the Caribbean. In 1984 Mr Gallagher was made a partner with the London firm of Coopers & Lybrand with particular responsibility for work in the Caribbean, having been involved with financial, industrial and economic development projects in the Caribbean for ODA, the EEC, USAID and other international agencies, residing in the region from 1979 to 1986.

 

Owen Henry  ,   Cayman National Corporation

Prior to joining Cayman National Corporation Ltd. as Group Internal Auditor in November 2008, Mr. Henry spent the last 17 years as a supervisor of banks and trust companies at the Bank of Jamaica and the Cayman Islands Monetary Authority. During the last nine years Mr. Henry worked in the Cayman Islands as a Senior Analyst and later as Chief Analyst in the Banking Supervision DivisionAs Group Internal Auditor, Mr. Henry is responsible for the audit function the Group’s banking services (retail and commercial banking), fund services, trust and fiduciary services, investment services, and insurance brokerage services. In the role of Group Internal Auditor, he sits on or participates in various committees, including the Board Audit Committee, Executive Management Committee, the Basel II Committee, and the Risk Assessment CommitteeMr. Henry is an associate of the Chartered Institute of Bankers (now known as the Institute of Financial Services), and holds a Diploma in International Trust Management from the Society of Trust and Estate Planning (STEP). He has participated in several conferences and workshops as presenter and moderator in several jurisdictions including New York, British Virgin Islands, Curacao, the Bahamas, Jamaica, Barbados and the Cayman Islands...

Martin specialises in all aspects of regulatory, licensing, risk management and anti-money laundering. He also advises on duties of confidentiality and information exchange.

 

ShardaSinanan-Bollers

Sharda Sinanan-Bollers  Executive Director,  International Financial Services Authority

Sharda Bollers holds the posts of Executive Director of the International Financial Services Authority of St. Vincent and the Grenadines, Registrar of Mutual Funds and Trusts, and Commissioner of International Insurance. She is a barrister at law and solicitor by profession and holds a Masters of Laws from King’s College, University of London.

Sharda is the Secretary of the National Anti Money Laundering Committee of St Vincent and the Grenadines, and so involved in national policy making with respect to St Vincent’s AML/CFT regime. She also sits on the Sub Committee on Civil Forfeiture and the National Security Advisory Board.

As the inaugural Director of St. Vincent and the Grenadines’ Financial Intelligence Unit (FIU), Sharda was responsible for establishing the FIU in 2002. Within approximately two years, St Vincent’s FIU was hailed as one of the leading FIUs in the Caribbean region, by the Caribbean Anti Money Laundering Programme (CALP) and the Caribbean Financial Action Task Force (CFATF). As the FIU’s Director, Sharda was responsible for a range of issues relating to AML control measures and CFT activities. She was also responsible for drafting and proposing legislative changes to the AML/CFT legislation of St. Vincent and the Grenadines.

Prior to the FIU, she worked as Assistant Director of Public Prosecutions of St Vincent and the Grenadines. She has also worked as Chief Magistrate of St Vincent and the Grenadines.

Other past work in St. Vincent and the Grenadines include participation in the development of a National Drug Plan, consultation to the Advisory Committee for the Revision of the Registry System, lawyer for the Commission of Inquiry into the Prison System and participation in Select Committees to examine legislation before enactment.

Sharda is a trained Legal Examiner for the purposes of the FATF Methodology on AML and CFT.
