Reading the newspaper I was under the impression that the tax advantages are aiming at Jews wanting to emigrate to Israel rather than to Non jewish...I may be mistaken...

Yes, Israel should be on the list of normally high tax countries which (through proper planning or government incentive programs) allows you to live there on a controlled or no tax basis.

Also included on this list are the following:
-Canada
-Ireland
-U.K.
-Switzerland
-Singapore
-Australia
-New Zealand

Therefore contrary to most people's perceptions, one need not move to a small no tax island in order to leave their present tax burden.
