As they are/were located in Montenegro, they may have lost their license to operate? The goverment made clean up of the bank sector not too long ago. You can perhaps check with http://www.cb-mn.org/indexE.htm

DOES ANYBODY KNOW WHAT IS HAPPENING AT ANDROS BANK THEY HAVE STOPPED PAYING CLIENTS AND DO NOT ANSWER EMAILS.

I went to their website, and then to their secure payment page; there's an announcement stating that the bank has been closed down ( as well as "some Parabanks" )and that they cannot answer
emails. They claim that they are awaiting a full audit on their
debit cards, and cannot release funds to anyone until it is completed. ( Date 26 Nov 03 ).

Contrast this with the earlier notice, stating that all funds
on deposit will be refunded 90 days from 12 Sep 03. That notice
also included Apex Bank and Euro Security Bank.
