    A Nauru-licensed offshore ‘bank’ whose principal representative lives in Florida has filed a civil lawsuit in the United States regarding a bizarre loan deal turned sour.However, the action is on the verge of being thrown out on the grounds that United Bank and Trust has not met a statutory filing requirement, apparently because it has no funds, according to court documents.
