A United States federal judge has ruled against St. Lucia-licensed insurer Bancroft Life & Casualty ICC, Ltd. in a lawsuit against one of its insureds, U. S. taxpayer Cesar Scolari, determining they both participated in "a scheme to defraud the United States from tax revenues".
